Street Captain

  • Lead meetings of residents and facilitate the initial RYS party.

  • Distribute RYS packets and establish meeting places. 

  • Keep resident roster current and accessible. 

  • Partner with co-captain to prevent leadership burnout. 

  • Cross-street mentorship to help emerging streets

  • RYS startup meeting 

  • Hazard-specific education for local risks.

  • Consensus- building exercises

  • Quarterly Captains Meetings

Wilderness First Aid certification

Street Co-Captain

  • Assist captain with core functions to share responsi-

     bilities.

  • Provide leadership continuity during captain transitions.

  • Collaborate in managing street programs to prevent captain burnout.

  • Support specialized roles.

  • Cross-street mentorship activities.

  • RYS startup meeting (same as Street Captain)

  • Collaborative leadership approach training

  • Structured onboarding process for captain transitions

Wilderness First Aid certification

Triage Coordinator 

  • Assess and prioritize medical needs at assembly point. 

  • Coordinate with neighbors who have medical training. 

  • Manage HELP/OK card information collection. 

  • Interface with neighborhood medical resources.

  • RYS triage protocols (2-hour module)

  • Annual medical skills update

  • Participation in medical response drills

  • Current First Aid/CPR certification

  • Wilderness First Aid certification (recommended)


Communications Coordinator

  • Operate radio equipment or coordinate human runners. 

  • Manage information flow between street and neighborhood Disaster Hub.

  • Maintain contact lists and commu- nication protocols.

  • Coordinate with adjacent streets.

  • Basic radio operation (if applicable)

  • RYS communication protocols (1-hour module)

  • Information management systems training



Ham radio certification (if applicable)

Utilities Coordinator 

  • Manage utility shutdowns (gas, water, electric).

  • Assess infrastructure damage.

  • Manage hazard identification and mitigation. 

  • Interface with utility companies post-event. 

  • Utility shutoff training (hands-on 2-hour session).

  • Hazard recognition workshop.

  • Infrastructure mapping training. 


Search Coordinator

  • Accounts for all residents

  • Checks on vulnerable neighbors.


Community Emergency Response Team (CERT)

Current First Aid/ CPR certification
