
AFN Team: Scope of Practice
Mission
To support the elderly, the disabled, people experiencing homelessness, and low-income populations with disaster preparation and with care and resources post disaster.
Pre-Disaster Activities
Participate in community-sponsored training, drills, and exercises.
Partner with social service organizations to provide their service populations with emergency preparedness training and to assist those populations in procuring emergency supplies.
Work with other teams to ensure that their public education efforts are reaching all populations.
Review Standard Operating Procedures of other teams to ensure that the needs of special populations will be met post disaster (for example, is there wheelchair access to the Disaster Hubs, can the elderly get to the Disaster Hubs for assistance, how can disaster information bulletins be shared with vision impaired or hearing impaired people, are there people at the Street level who are alone and not receiving help?).
Activation Timeline
Two hours post-incident, as Ready Your Street responsibilities allow (e.g., take care of local emergencies first)
Post-Disaster Activation
Team Lead will report to the Emergency Operations Center (EOC) after a disaster, according to recall procedures.
Team Lead will submit a completed windshield survey—with special attention to Critical Infrastructure locations—to the EOC upon arrival.
From the EOC, the Team Lead will check in daily with the Disaster Hubs to determine if there are special populations needing extra help. If so, the Team Lead will dispatch Team volunteers as needed to help.
At the EOC, the Team Lead will check in with first responders to determine how to assist in offering support to any special needs populations.
Hours will vary based on the nature of the incident but will not exceed one 12-hour shift/24-hour period for a maximum of 14 consecutive days.
Supervision Responsibilities
Team Lead will supervise other team members as needed.
