
Transportation: Neighborhood Plan
The volunteers at the Disaster Hubs are primarily concerned with
Offering bridge services to connect neighbors in need with neighbors who have extra resources and can offer support.
Offering daily information updates from the community’s Emergency Operations Center (EOC).
Providing the EOC with information about injuries and local damage so that patients may be triaged and transported to a higher level of care if necessary.
Offering limited emergency field medical care to injured people in the neighborhood.
Offering limited shelter, food, and water to injured people as well as an area for their pets.
Serving as a temporary morgue.
Some of these functions may require transportation, depending on the particular disaster and conditions. To provide bridge services, volunteers from the Hub may need to travel throughout neighborhoods to identify people in need or people with extra resources.
If all communication methods are down, runners or bikers may need to travel around the neighborhood to conduct damage and injury assessments. Or they may need to go to the Emergency Operations Center to get or give information updates.
At some point, Disaster Hub supplies may run low. Transportation will be needed to collect more supplies from community sources. A strong Hub is surrounded by active Ready Your Street program neighbors that will help resupply hubs.
Certain injuries will be beyond the scope of the Medical Reserve Corps volunteers at the Disaster Hubs. Some injured people will need to be transported to the Disaster Medical Center; often this transportation help will be provided by Community Emergency Response Team (CERT) volunteers.
Step 1. Consider including a Transportation Plan in the Standard Operating Procedures of each Disaster Hub.
Step 2. Make sure volunteers at each Disaster Hub know what transportation options are available to them and needed for each location.
Step 3. During Disaster Hub training exercises, include the topic of transportation.
Step 4. Arrange meetings between Transportation Team leadership and Disaster Hub leadership.
