
AFN Team: Introduction

The Access & Functional Needs (AFN) Team provides critical support for the most vulnerable segments of the population:
The elderly
Individuals with low income
People with disabilities
Those experiencing homelessness
By ensuring these groups are accounted for and their needs addressed during emergencies, the AFN Team embodies and promotes the values of inclusivity and equity. Their work goes beyond crisis management; it fosters an environment of trust and reassurance, contributing to the resilience and strength of the community.
The AFN Team focuses on collaborating with key local social service organizations to maximize the reach and impact of their efforts. Through such collaborations, the team ensures efficient resource allocation and swift aid delivery to those who need it most. Their commitment ensures every community member feels supported and empowered during times of disaster, reinforcing the trust and resilience that make your community thrive.
Partnerships
The AFN Team partners with local organizations that serve similar populations, such as social work agencies, senior citizen clubs and facilities, programs for the disabled, and food pantries. Many of the team’s members are recruited from these partner organizations. Through these partnerships, the team can ensure a holistic approach to preparedness strategies, addressing the varied needs of community members.
Pre-Disaster Responsibilities
Prior to any disaster emergency, the AFN Team dedicates their efforts to ensuring that vulnerable populations—including the elderly, individuals with low income, people with disabilities, and those experiencing homelessness—are well-prepared. They focus on the following:
Disaster preparedness education
Facilitating resources and assistance
Developing emergency plans tailored to the specific needs of these groups
Companionship or personal assistance to the elderly or disabled
Help with resource gathering and distribution
Disaster Responsibilities
Post-disaster, the Team works with Community officials (Emergency Manager, Police, Fire Department, and Disaster Hub Managers) to ensure that special populations are having their needs met and getting the following:
Resources
Medical care
Transportation help
Shelter
The Team checks in with these leaders on a daily basis to find out if during their response they have come across anyone in the mentioned special populations requiring extra help. If so, the Team activates to match the person(s) with resources/care.
Recovery Responsibilities
During recovery, the AFN team continues to monitor special needs populations to ensure that they are not getting overlooked by recovery efforts, including cleanup, medical support, rebuilding, and federal and state assistance.
