Disaster Hubs Team: Scope of Practice

Mission

  

To ensure that, in the event of a disaster, community members have access to Disaster Hubs that provide essential services:


  • Offer bridge services to connect neighbors in need with neighbors who have extra resources and can offer support.


  • Offer daily information updates from the community’s Emergency Operations Center (EOC). 


  • Provide the EOC with information about injuries and local damage so that patients may be triaged and transported to a higher level of care if necessary.


  • Offer limited emergency field medical care to injured people in the neighborhood.


  • Offer psychological first aid to people in the neighborhood and to first responders.


  • Offer limited shelter, food, and water to injured and displaced people as well as an area for their pets.


  • Serve as a temporary morgue.


Pre-Disaster Activities


  • Participation in community-sponsored training, drills, and exercises as schedule allows. 


  • Participation in staffing outreach/information booths for community events.


Activation Timeline


1–2 hours post incident, as Ready Your Street responsibilities allow (e.g., take care of local emergencies first)


Post-Disaster Activation


  • Report to assigned primary or alternate Disaster Hub location after a disaster occurs according to recall procedures. 


  • Submit completed windshield survey for the Emergency Operations Center (EOC) upon arrival at the Disaster Hub.


Hours will vary based on the nature of the incident but will not exceed one 12-hour shift/24–hour period for a maximum of 14 consecutive days. 


Supervision Responsibilities


Volunteers will not be expected to supervise others unless specifically assigned as a team lead.

  • FEMA IS-100 (An Introduction to the Incident Command System)


  • FEMA IS-700 (An Introduction to the National Incident Management System)
